The annual report from the Canarian Government's Economic and Social council recommends the "economic exploitation" of protected natural spaces in the Canary Islands. Fees, they say, should be charged for services so that the money can be invested in protection of the habitat. The difficult balance between conservation and public use is talked about in low voices in the implicated institutions, as nobody dares suggest charging simply to park the car in a National Park, but thinking, it seems, has reached the point where these places must be further controlled for their protection and that they must help pay for themselves.
